Legislative power means that the international organizations can pass laws that countries must follow. For example, the EU can pass laws which countries must follow or can issue mandates where countries must take action but the types of actions are more flexible. Countries will still opt into these organizations.

Unexplained Wealth Orders (UWO) are tools utilized by governments in Canada and the UK to combat money laundering by placing the onus of proving where the money is from to the person instead of the government proving the money is laundered (Guilty until proven innocent). The government does not have to prove that the accused person committed a crime and these orders are ruled by civil courts. As a result the burden of proof is not beyond reasonable doubt (they 99% chance did it)  but reasonable grounds to believe (they probably did it). The government can seize the wealth if the person cannot prove its origin. 

Company A is the greatest competitor in the market of Nvidia and controls the majority of remaining market share. Company B is the company that provides the majority of materials for Nvidia, mainly silicon. Company A is at this time unable to purchase its material provider.
